I think the point is that DHS can pretty much do what ever it wants changing the rules as it sees fit.

As far as prison, Ft Hood is federal jurisdiction. U get a speeding ticket on post, it gets mailed to VA. So i'd assume he wouldn't go to texas jail.
As far as crazies shooting it up there, there has been a few. In my 3 yrs there, one pissed off exhusband took potshots at his wifes pt formation. Funny thing was they got the guy and moved over to west ft hood to finish pt. Also, there was a guy gettin kicked out for stealin sh&t, his lt and ssgt went to his house...don't recall why, but he shot the lt in the face, and wounded th nco. So by no means is it just limited to middle eastern crazies, I'd say they are across the board there. Those two incidents were from '06-'09 iirc.
Just glad none of my buddies were at the soldiers center that day...
