I'm not sure where you were going with this Doc but the PI govt was beginning to put a lot of pressure on the US to pay more for the use of Subic and Clark. A lot of shit flying in the news both directions if I remember correctly.

Then after Mt Pintubo blew it's top and jacked all the bases the US just pretty much packed up and left. Shit... they left so fast that most of the equipment we got back still had volcanic ash all over it. I imagine that at least in the beginning a lot of people were in a world of hurt.
