I'd say it depends on the person and/or position. If you're shit-hot and really smart and talk to higher-ups in a friendly/comfy looking manner (not at all me) you may be perceived as a brown-naser who only got where they are on their knees, but maybe you aren't.

I'm personally pretty smart and a dilligent and efficient worker but I think perceived as maybe weird, shy, or stuck up (not at all the case) so, I think I have to work my way up slower than some who can hob-nob "kiss-ass" better than me. I've never been able to develop a taste for ass.

I see and talk to some people of higher rank and I think, wow, how the hell did this person get where he/she is? I even solve problems for them and/or have to explain the most common sense shit to them at times.
