View Full Version : Can MP's / SP's still write SOFA speeding tickets off post?

Way back in 1991 I got a speeding ticket from a Marine MP for speeding on HYW 58 on my way back to my house at 11 PM one night.
Can they still do that now, write a ticket OFF POST / BASE ?

A Marine MP friend of mine told me a couple of years ago that Marine MPs could ticket violators offbase. His response surprised me because I thought the jurisdiction of Marine MPs would be confined to a base.

I would guess it depends on whether you are military and have US Forces plates on your vehicle or not. As a military member, you are subject to the UCMJ and military police any time, anywhere.

Used to be the MP's had a certain area out the gate they were allowed to ticket drivers..no different than the roving patrols in the club areas off base I suppose. Don't know about the SP's though.
Lately, I heard the Japanese government was allowing military speed traps over a larger area off base, but others can chime in if they know anything, since I haven't heard much else about it.
I think even if they didn't have authority off base, if they gave a ticket for a bad enough offense, it would be backed up anyhow.

Still, if the MP's want to come to my home, they will have a Japanese police official with them, since I live off base. They do not have the do-as-I-please that they may have on a military installation.

10. (a) Regularly constituted military units or formations of the United States armed forces shall have the right to police any facilities or areas which they use under Article II of this Agreement. The military police of such forces may take all appropriate measures to ensure the maintenance of order and security within such facilities and areas.
(b) Outside these facilities and areas, such military police shall be employed only subject to arrangements with the authorities of Japan and in liaison with those authorities, and in so far as such employment is necessary to maintain discipline and order among the members of the United States armed forces.
Or am I just not seeing it?
