A friend is going to be in Tokyo this week and wants to fly down here for the weekend. Where can he get a cheap ticket? The lowest fare I found online is $609!
If you have a local travel agency to suggest, please include a phone number.

It may be because the flight was not booked so far in advance. Check this sight out:

domestic fares are the cheapest when booked one month out....not that that helps you right now.
Booking online with ANA (http://www.ana.co.jp/eng/) or JAL (http://www.jal.com/ja/) is the way to go. You can book ANA online in English but JAL online domestic booking is only in Japanese. But the process for both is pretty much the same and both airlines generally charge the same price.
To pay you take a reservation number to Lawsons/FM and use their computer thingy to make a cash payment over the counter.
I find online booking easier than travel agents, but go to any on Gate 2 street and they can do it for you.
