CAMP FOSTER, Okinawa – Marine Lt. Gen. Richard Zilmer late Monday lifted restrictions imposed by the “period of reflection” he ordered Feb. 20.
Beginning immediately, all restrictions on civilians connected to the U.S. military on Okinawa and Marine bases in mainland Japan are lifted. However, a 10 p.m. to 5 a.m. off-base curfew was imposed on all active-duty servicemembers, according to a Marine Corps Bases Japan press release issued at 10:40 p.m Monday.
It also restricts active-duty personnel from consuming alcohol at off-base establishments.
Zilmer, the Okinawa Area Coordinator and highest ranking U.S. officer on Okinawa, called for a “period of reflection” following high-profile incidents involving servicemembers in February, including two alleged rapes and two alcohol-related incidents in the Okinawa community.
Two off-base incidents last weekend involving Americans connected to the U.S. military did not deter Zilmer from lifting the blanket restriction that had kept all Americans on Okinawa and Marine Corps Air Station Iwakuni and Camp Fuji on mainland Japan, either on the military bases or their off-base homes.
“The curfew, coupled with ongoing cooperative initiatives with our Japanese hosts at the national and local level, will offer the best atmosphere for our servicemembers, family members and civilian employees while reducing the possibility and risk of misconduct,” Zilmer said in the release.
The release noted that “during the past two weeks, leaders from each of the military services have reviewed the procedures and orders that govern the discipline and conduct of all U.S. servicemembers serving in Okinawa.
“The review is ongoing and U.S. military and Japanese officials will continue to discuss ways to work together toward the common goal of reducing off-base misconduct by SOFA-status members,” it stated.
During the period of reflection, status of forces agreement personnel were not allowed to participate in most off-base activities without an exemption letter signed by an officer ranked O-6 and above. It drew sharp criticism from many SOFA personnel who complained it even restricted their ability to walk their dogs in their off-base neighborhoods or allow their children to romp in community playgrounds.
The release stresses that civilians and military family members are no longer restricted in any way.
Regarding the banning of drinking alcohol off-base, the release states that “servicemembers are restricted from consuming alcohol off-base, except within the confines of the off-base residences of SOFA status personnel.”
“The curfew and alcohol restrictions will be periodically reassessed by senior service leaders,” it added. “There are no restrictions to alcohol consumption aboard any U.S. base or installation.”
“As we begin to venture outside our gates, I remind all of you that we are guests in Japan and must represent our nation with the utmost pride, professionalism and respect for our hosts,” Zilmer said. “I know the overwhelming majority of you are great ambassadors of America and will strive to reinvigorate the great relationship we have with our Japanese neighbors.
“Please look out for one another,” he said.
During the new curfew hours, servicemembers are limited to U.S. military installations or the off-base residences of SOFA status personnel, the release states. They will be allowed to travel between the bases of to the off-base homes of SOFA status personnel via privately owned vehicle, military supported transportation, or commercial taxis, the release said.

or curfew for civilians or family members.

We can drink on base or at our house anytime
We can go back and forth between off base housing and base anytime
Civilians can do whatever they want anytime (within the law).
Go out with your dependent wife and she's the only one that can have a glass of wine or whatever.:(
I'm not complaining though. I'm so relieved it's over.:thumbup:
Reading these forums, I saw a lot of people talking about the economic impact of the lockdown. Not suprisingly, most places weathered the short period of reflection. But a few places remain impacted -- those bars and houses of ill repute frequented in the middle of the night by drunk servicemen.:barf:
And I am glad. Let 'em close. I hope this rule on alcohol at off-base establishments makes many of them close. Tough luck on the people who worked there. They don't offer anything real to marines desperate for companionship. They just get them drunk so that they part with their money easier.

I'm fine with the curfew, it's easy to get around. But I don't really like the no alcohol consumption thing. I don't drink that much, but I do like to enjoy some alcohol every now and then.

Guess you wernt on island when the entire gate 2 area was off limits for about 2+ years... I think most of the bars are still there from when that was happening. Guess you have a lot more faith in military members following orders then I do..

We screw up once or twice and we get this type of treatment, they do the same types of things only 100 times more and it dosent even make the local news. Its great to be part of the worlds strongest military just so we can kiss everybody's ass isnt it. By the way didnt Tyrone's charges get dropped anyway ? So why are we still paying for it ? Whatever, guess I'll just shut up and go enjoy my few hours of liberty and sip a friggin coke with my yakitori . :mad:

i think the lockdown ebbing down on the civiliands and DoD personel was a smart move. Why in the hell should they be held accountable for mistakes us military peeps make anyways?...most of them have done they're time and moved on, no need to mass punish them with us. And as for people being allowed to go over houses of SOFA staus peeps...sweet son! Party at my place!
And as for the prostitution on gate 2 street: if you walk into a bar and 3 girls run up to you and ask you to sit down....turn and run....straight to the ATM! BAMCIS!

It isn't about the Marines... they should be able to take care of themselves. A lot of those folks working in bars out Gate 2 are decent people. Most have families that they are trying to support.

If you read what I said, I didn't say the bars are dens of prostitution. I just said both are affected. Thanks for pointing out the similarity between the two, in that the entertainment is in the form of female companionship, and it comes with a standard fee.
As for the nice bars, I'll agree with you -- I don't want to condemn those. But shoganai, how are you going to keep service members out of some bars and not others? MURI!:old:

I like the idea of party at my place better. Or just touring Naha for a day trip down Kokusai:cool:. If you want to meet real girls, you can meet them at Starbucks. Miihama ain't that bad for meeting girls, my wife tells me that's where the Japanese girls go who want to meet military guys.
But if these marines go no further than the gate outside their base and drop all their money there, they have no hope of meeting the real girls.
Also, and this is not directed at you but to certain others: Can try to stop to equating marriage with prostitution? It's not the least bit clever. Well Monday kept us in limbo, as the rumors flew of another week...Just like when he did his initial TV spot for AFN, he did it late and night and at the last second!
Of all the off-topic posts in here - but all I can say is everyone please keep there heads up, don't make the locals mad and keep your noses clean and out of trouble....this time! I would like to thank everyone on the japan update forums on keeping good conversation and expessing all there opinions on all the recent events prior, during and now after the period of reflection...I'm also sorry for you frequent off-base drinkers, but that too shall pass ... soon I hope. Glad you all made it through it and see ya off base! That is all!

OTH, maybe not. I've seen too many "happily married" husbands cheat on their wives in certain locales and too many "happily married" wives trolling the clubs while hubby was gone.

I don't know why, but every time I go to the PX with the wife, I end up in the ladies bloomers department. I hate that area. So I have decided to make the best of an uncomfortable situation and check out the bloomers.
There are some truely BIG pantys at the PX! I like to hold them up, then call my wife loudly while she peruses the 34B's. Everyone looks at me, even the fat women.

Nah, even though he was a catalyst, its was the drunken break-in (which really is moot now) and DUI that happened after the stand-down day and meetings of dicipline that made the General institute the lockdown.
Tired of hearing how it was him that we need to blame, but we need to blame the idiots messing it up for us after we were told to stay out of trouble.

yep, like i said in my earlier post....STAY THE HECK OUT OF TROUBLE.
Now that we should have less, or NO drunken stupors out off-base and no one out off-base after 10pm, we should be ok...just have to deal with minor crap on-base, but in the eyes of the bosses, thats fine.
unless...
you sneak out under the fence. again.
Or they drink early at someones residence or on-base then go off base before 10 and do something stupid.

Wait! I have a question. According to the new curfew regulations, usmilitary folks cannot go out to drink; however, does that mean that we cannot go to a bar and have a soda? I think they might have done this to show those who own bars on Gate 2 that we are not trying to run them out of business, but are trying to prevent more mishaps from occuring.
I say that if there are bar establishments that you want to support, go to them and have a couple of non-alcoholic drinks and some food. That way everyone can be happy, ne?

Sure...but as a drunk, I can attest that the folks who caused the stir did so under the influence and no-doubt have a worse relationship with booze than even I. Thus, they should not frequent Al's or Harry's and be tempted to mix a bit of vodak with their coke.

I think its great that the lockdown has been lifted! We cannot forget however how we got there to begin with. We are under scruntiny here and need to watch our backs along with our friends. I don't want to be in this situation again.

Charges were dropped yes. Whether he raped her or not is undetermined until the investigation is over. The punishment continues for the following acts, trespassing and vandalism, alleged rape (sodomy) of a bar girl, counterfeiting, DUI, Drug bust...
I mean.. that is just a guess....:rolleyes:

Well, let's see here. According to CNN, he admitted to putting his hands under her clothes and trying to kiss her but denied raping her. He's 38; she's 14. At the least it sounds to me like he admitted to child molestation.
