Our mission, to boldly go and challenge lockdown patrol forces wherever in Okinawa they may be searching for targets. To seek out, strange gunnies and other staff NCO's whose temper causes them to pop veins and eyeballs; to induce a heart attack or some other public screaming tantrum or knee-jerk reaction...these are the adventures of TheProsecutor set loose on Okinawa....oooohhhhwhaaaaa oooohwhaaaa.....ooowhaaaa ~~~

Civilian log: Stardate: 2008, Feb 26.
On the heels of my prior mission in which minimal vein-bulging eye-popping Zilmerans were encountered, I set out on a more ambitious mission today.
This was a multi-pronged assault on several locations in one sweep that occurred over several hours.
I first arrived at the Obligato sector in Chatan at approximately 17:00. There I entered to a virtually empty restaurant with amazed eyes from the staff staring at me. I picked up a S&S from the rack, leaving the JU edition untouched. I ordered chips, bean dip (comes as a set, you know) and iced tea.
I stayed there until approx 17:40 but no Zilmerans were encountered. I paid the bill and left for the Sunabe Sea Wall sector.

I arrived at the Sunabe Sea Wall at approx 17:50 and parked my car along the side. It was C6 (or maybe that was Tony) who recommended that I go there and sit on the sea wall. However, it was raining. But, being the flexible investigator I am, I revised my plan with a great idea -- to simply walk up the sea wall. Genius!
I did. I walked about 300 m one way and then back. No resistance from Zilmerans were to be had. But the temperature was dropping fast and I was hungry.
There she sat, beckoning -- The Fab curry shop. I climbed their steep steps and entered and was quite shocked and taken off guard to be greeted by ....

You should wear a hat or someother identifier next time u go out..I live right around the corner...I'd make a lap and yell "TP!!!" That should get you noticed...

I exited the safety of my car and moved towards the Starbucks. Empty, save for one or two customers. I thought I would go in there, order, and sit, but decided to forge on to cover more land -- to caste my net wide for Zilmerans.
I crossed the street to the Ferris Wheel building and was not challenged. I lingered around that area for a few seconds, then proceeded onto Makeman home center. I briefly entered and looked at the ¥100 shop. No foreigners were to be seen.
Then I remembered that small McD's where many Kubasaki H.S. gang thug children with piercings all over the body decked out in goth clothes hang out screaming loudly to one another. Surely Zilmerans were there laying in wait.

I approached tentatively and from the echoing cave hall of that plaza area came the cry of ....a loud irashaimase from the Jpn lady behand the McD's counter when the glass sliding door opened. No Zilmerans and no out of control delinquent dependent children with weird peircings were to be found.
I surmised...they must eat their own.
So, I headed back out of the Makeman lot back to the large intersection. This time I crossed over to the movie theater, looked at the movies that were playing and peeked in Capriciosa and Tony Roma. None of the ilk from the Zilmeran camp were spotted in those sectors either.
I crossed back over to the large parking lot and entered my car. It felt good to be back in its safety.
There was only one thing left to try as night was descending and time was running out... a return to yesterday's scene of action -- the Starbucks on 58 across from that Death Star Camp Lester.

haha.. sounds right up my ally.. im just glad this isnt happing during peek fishing time. but then I only live a couple min from awase port and a full day of no one bugging me on a boat 20 miles off the coast.. :D

I arrived in the parking area at Starbucks on Rt 58 across from Camp Lester at approx 19:00. I parked and turned off the engine. Something didn't feel right. But I couldn't place my finger on it.
Looking around I noticed I had the same book I had. I was looking forward to reading a few pages. Then I got out of the car and walked across the parking area. Immediately I noticed the lady in the drive through window as one of the staff that was there yesterday, and I saw her turn around to say something to another staff after she had seen me. I continued on.
I came to the side of the building, and looking in I saw the staff look at me, following me as I walked. I turned the corner and just
as I was about to enter, I noticed ...

I've just been out and caught the late stages of what looked like an accident between American and Japanese. Dont know if it was cars, pedestrians or bikes but there were two MP cars and a lot of Japanese police measuring the road etc. 3-4 JPs looked at me through the windows as did the MPs and said nothing. Hope its not another DUI!

I would like to know what happened to TP though because there was a DODDS teacher hassled about paying her bill off base and she even had her exemption letter. JPs confined her for almost an hour.

I don't buy it Sammy. Did YOU talk to this teacher or did someone tell you about it? JP said they will NOT enforce the restriction as it is not under Japanese law. Call them and ask. I did. Someone is not telling the true.

Facts: Gate 2 Street, like Jusco and et al, was a ghost town. At 10:00, we entered Good Times to find it completely empty, save one cute bar maid and the lingering smoke of her filter-less cigarette. She relayed her impressions of the “Lock Down” on business – devastating. She was clearly worried but never explicit about what might happen were this approach to mass punishment to continue.
All of the other places along the street we peeked into were bare. Off to Paddy Mac’s we found three Americans sitting quietly at the bar sipping on their Irish suds and sharing accounts of how they’ve been challenged by the authorities, both local and military. One gentleman had been accosted at a San A in Hamby Town by some American who insisted on seeing an ID card. This American’s intimidation tactic worked momentarily until he realized his antagonist was out of his jurisdiction. He merely flashed his alien card and walked off.
Martin, Paddy Mac’s eloquently talkative proprietor, told us stories for three solid hours about the past week and the potentially catastrophic effects on businesses throughout the area. If the general decline in economic activity throughout that part of Okinawa City in recent years has not been enough, he seemed to suggest that the “Lock Down” may represent the final nail in the coffin.
Commentary: What a depressed area! I had not visited these parts of Okinawa for at least six years and was really surprised by the plethora of boarded-up shops. Martin left us with the distinct impression that the tactics now in place for meting out punishment to the SOFA masses will likely result in more trouble just after restrictions are relaxed. Newly released GIs from a widely perceived unjust “Lock Down” will result in the release of a lot steam and pent up frustration. A sudden unexpected spike in dip shit activities tends to follow a lifting of liberty restrictions. This period meant for reflection has a two-fold effect: thoughtful self-analysis mixed with increased anxiety levels. The longer this period of reflection wears on to irrational lengths of time, the greater the increases in anxiety. As an observer who can enjoy both the local and the military perspective, I hope that for the sake of both communities that the military leadership deems this time of reflection thus far an adequately complete period.

Nah dude, this is a true story. Every DODDS teacher got an email letting them know about it. My wife is a DODDS teacher and forwarded me the email. It's not a rumor or joke. Funny thing is, now that I work at MCCS, all of my chiefs knew about that story as soon as I did too. No embellishment in the account regarding the teacher at Family Mart,

Ian thanks for the honest report without the "drama queen" antics here. Have to agree with the guy complaining about the nail in the coffin for the Gate Two area.
That area has been declining for years now, first I think with the death of BC Street and following up with the build up in both the Awase and Mihama areas.
Who in their right mind wants to go shopping and have to pay for parking, and high priced goods of variable and questionable quality?
It's going to take more than just Koza Music, and Korinza to give new life to that area.

Yeah, good points! My intentions with these words, though, were merely to be diplomatic, to make at least some paltry effort in putting a positive shine on the current state of affairs. I realize that self-analysis may more likely occur after a day or two of "time out" but any longer and my sense is that the "time out" takes on a life of its own - just like the "silent treatment" you give a unrepentent or insensitive spouse.

No, DocP, you are missing the point of my outings. I am not looking to catch Americans breaking the rules, because I, too, am American. American here does not automatically mean they are beholden to military/DOD rules.
I am simply putting myself out there to see if arrogant American military persons assume that all "American looking" persons are legitimate targets for their knee-jerk reactions and act as if they have some kind of jurisdiction over them off base by making demands of them or even having the right to question them about their actions or freedom of movement.
I know they are stuck between a rock and a hard place with supposed to having to take it upon themselves to police themselves and it is hard to distinguish between military/DOD personnel and non such persons, but hey... they put themselves there.

Not everyone who is covered under the SOFA(agreement between two countries folks) put themselves and their families into a position to turn each other in for the illegal activity of getting a latte at Starbucks. Facts: It was business as usual today in the near-vacant streets of Mihama. A trip to Caprizzosa was marked once again by local citizens seated throughout stealing glances at our presence. The usually warm atmosphere of this place was a bit cool in spite of the temperatures outside. A curious toddler at the table next to ours who kept approaching our seat to inspect the foreigners was incessantly pulled away by his mom who awkwardly never once turned her head towards us. It seemed quite evident that this toddler’s mother felt visibly uncomfortable by our lunchtime attendance.
Jusco seemed just as foreign as yesterday – more uncomfortable glances and whispers. A noticeably higher number of rent-a-cops patrolled the public spaces throughout the mall, taking notes, using their portable two-way squawk devices. Reminded me of the East German Stasi. By some extremely rare coincidence, I noticed in line at the market the same individual buying goods whom I’d talked to the previous night at Paddy Mac’s. I asked if he’d been harassed at all today, and he said that his morning latte was interrupted by two Marines patrolling public spaces looking for SOFA violators. When asked to produce his papers (ID card), he merely told them to leave him alone, that he wasn’t on the SOFA register.
Starbucks across from the cinemas was utterly vacant of patrons. The gentleman behind the counter ready to take our order tried unsuccessfully to conceal his surprise when his brain delayed registering the image of an American coming through the door. Maybe, though, it was the contorted expression on face communicating the fact that I was severely lacking caffeine.
Commentary: In summary, the trip into public was much like yesterday’s. We were left with sense that we were little more than circus freaks on furlough from the sideshow. What has so far seemed like a local show of solidarity in thinly veiled contempt against anything or anybody foreign has really been discouraging, in the sense that I no longer feel so at home. It’s got me thinking now about what it really means to be foreign, to be outside the in-crowd looking back to when a simple occasional smile from a complete stranger would be more than welcoming.

I've just been out and caught the late stages of what looked like an accident between American and Japanese. Dont know if it was cars, pedestrians or bikes but there were two MP cars and a lot of Japanese police measuring the road etc. 3-4 JPs looked at me through the windows as did the MPs and said nothing. Hope its not another DUI!
Hey! This, I found out, was an officer that works in my building. My wife told me it made the Japanese news (radio). No DUI though, but the car had no insurance...oops!
I heard details straight from the person involved, which for obvious reasons I won't elaborate, but no scuttlebutt there. It was an accident with a scooter. I'll hold off on all the details I know for now in case this blows up big. Wouldn't want to be part of any investigation- plausible deniability and all. But this one might get interesting...who knows what the media will spin these days..keep your eyes out.

I came to the side of the building, and looking in I saw the staff look at me, following me as I walked. I turned the corner and just
as I was about to enter, I noticed ... I had on the same shirt I had on yesterday when I was there. How embarrassing! I am sure they were thinking, "that gaijin has the same shirt he had on yesterday."
But, embarrassment aside, I was committed to enter the premises and order my benti size soy chai latte. I did. I got it. I sat down.
The waiting was horrendous. I couldn't handle the tension any longer. Again, the Death Star gate called to me and I found myself at the corner of the crosswalk waiting for the light to turn so I could cross. It did. I did. I was eyeballed again.
I proceeded once more all the way to the "warning do not enter sign" and noticed a guy in a van was pointing at me while the guards were checking his ID. I lingered. No one approached me. Back to the corner light and more waiting. More stares from military persons waiting to turn into the base.
The light changed and I crossed. It was cold, so I went back inside SB's to finish my latte. I couldn't believe it though; just as I sat down I saw an MP patrol car turn into the camp. Had my timing been one minute later, I would have been walking right in front of them.
One thing I can confirm that seemed to happen to Ian in his report, too, was that when I had approached the register to order my drink, the young boy quickly looked over to a certain co-worker as if summoning her to call or to make note of me. Perhaps he did not speak English and it was her duty to ask questions like what was relayed in the S&S incident to Americans that visited. She peeked her head around the counter and saw me, knowing me and my wife as regular customers from the different branches she had been transferred around to over the years, she merely asked, "Where is _____ tonight?" and I replied, "Oh, she is home." And that was it.
So, I guess the Zilmeran goons when they came to shake down Starbucks for information, they found out my wife was home that night.
Conclusion from yesterday's actions: Things are safe in the Sunabe Sea Wall, Mihama, and Rt58 sectors. Feel free to frequent those areas without worry of Zilmeran harassment forces.
As of 45 minutes ago I just got back from a Gate 2 street mission patrol. A report on that mission will follow when this concluding post of my yesterday's mission here registers 5 Thanks.

You talk about the looks your getting going into places. what about while driving?? I was almost hit today by a Japanese guy as I tried to change lanes . The guy was at least 5 car leigths behind me when I looked in my mirror and when I put my blinker on and started to move over he sped up and tail gated me till I got into another lane. the Jacka$$ is lucky I didn't hit my breaks he would have been in my back seat if I did. Doc

I don't buy it Sammy. Did YOU talk to this teacher or did someone tell you about it? JP said they will NOT enforce the restriction as it is not under Japanese law. Call them and ask. I did. Someone is not telling the true.
Don’t get me wrong Samy I’m not calling you a liar or anything. I’m sorry but I’d like to hear the story from the teacher and the JP. Did the teacher have their ID on them? Did they get mouthy when the JP asked to see it and the JP took offense?
A JP friend of mine told me that HAS happened this past weekend to a non-SOFA American. He said that he got a little feisty when another American GI asked for his ID. It sounded like this GI was not connected with the MP’s just questioning who he thought was another GI. The JP showed up and the guy refused to show his ID card. Again this is second hand info but from a cop.
Many things could cause detainment. Argue with a JP for giving you a parking ticket and the next thing you know you’re in a back room for 1 hour waiting as they “check your records”. That happened to me years back.
My JP friend told me that they are not looking for violators of a base order. Both STARS & STRIPS and Japan Update called the JP stations and they said the base restriction is none of their business. My JP friend claimed they are not patrolling the street stopping people for this reason.
I hope the teacher speaks directly to the US media so that the real story can be told. I’d like to hear it for myself from the teacher & the JP. A lot of rumors are flying around but I’m sure there is some truth to them. Some may not be rumors at all.
You’d think with all camera cell phones we’d see proof soon.
As far as the MCCS chiefs go…well they’re human as well and can also be included in the rumor mill. What exactly took place? I’d love to have a P chan style account of the ordeal.

Nah dude, this is a true story. Every DODDS teacher got an email letting them know about it. My wife is a DODDS teacher and forwarded me the email. It's not a rumor or joke. Funny thing is, now that I work at MCCS, all of my chiefs knew about that story as soon as I did too. No embellishment in the account regarding the teacher at Family Mart,
