New U.S military chief in Japan promises to prevent further crimes

TOKYO — The new commander of U.S. forces in Japan pledged Monday, during talks with a senior Japanese official, to implement measures to prevent crimes involving U.S. soldiers following the alleged rape of a junior high school girl by a Marine in Okinawa Prefecture.

During a brief conversation after his inauguration ceremony at the U.S. Yokota Air Base in Tokyo, Lt Gen Edward Rice told Senior Vice Foreign Minister Itsunori Onodera that he fully recognizes the gravity of the rape allegation and the importance of making sure similar incidents will never happen again, Japanese Foreign Ministry officials said.

U.S. Ambassador to Japan Thomas Schieffer also joined the conversation and told Onodera that he has already exchanged detailed notes with the new commander on how to prevent a recurrence, the officials said.

At the ceremony, Lt Gen Bruce Wright, Rice's predecessor, described the days after the revelation of the alleged rape in Okinawa as "challenging" and "hurtful" for the U.S. military.

"I promise you our unwavering commitment to zero-tolerance for crimes committed by U.S. forces in our host country of Japan," said Wright, who served as commander of U.S. forces in Japan since February 2005.

At the ceremony, Rice stressed the importance of implementing a 2006 bilateral agreement on the realignment of U.S. military functions in Japan, saying it will strengthen the alliance between the U.S. military and the Japanese Self-Defense Forces.

The realignment accord "sets the foundation for continuing the presence of United States forces in Japan for many, many years to come and strengthens the alliance," said Rice, former vice commander of the U.S. Pacific Air Forces.

Maj. Gen. Edward A. Rice Jr. is Vice Commander, Pacific Air Forces, Hickam Air Force Base, Hawaii. PACAF is responsible for Air Force activities spread over half the globe in a command that supports 45,000 Air Force people serving principally in Hawaii, Alaska, Guam, Korea and Japan.

General Rice is a 1978 distinguished graduate of the U.S. Air Force Academy. He has commanded a squadron, group, wing, the Air Force Recruiting Service and a numbered air force. His numerous staff positions include serving as a White House Fellow at the Department of Health and Human Services, as a professional staff member for the Commission on Roles and Missions of the Armed Forces, and as the Deputy Executive Secretary for the National Security Council. He has also served as Chief of Staff of the Office of the Representative and Executive Director for the Coalition Provisional Authority, Office of the Secretary of Defense, Washington, D.C. Prior to his current assignment, he was Commander, 13th Air Force, and Commander, Kenney Headquarters (P).

General Rice has significant experience in combat and contingency operations, to include commanding bomber operations during the first four months of Operation Enduring Freedom as Commander, 28th Air Expeditionary Wing. Additionally, during Operation Unified Assistance, General Rice served as the Deputy Commander for the joint task force, Combined Support Force-536, assigned to provide humanitarian assistance and disaster relief to victims of the 2004 tsunami in Southeast Asia. The general is a command pilot with more than 3,800 flying hours in the B-1B, B-52G/H, E-3, B-2, KC-135, T-37 and T-38.

John Thomas ‘Tom’ Schieffer was sworn in as the 27th U.S. Ambassador to Japan on April 1st 2005, and presented his credentials to the Emperor on April 11th 2005. Since coming to Japan, he has worked to strengthen the U.S.-Japan alliance, increase trade, and facilitate the realignment of U.S. forces stationed in Japan, among other issues. Before coming to Japan, Ambassador Schieffer served as the U.S. Ambassador to Australia from July 2001 until February 2005. During his tenure in Canberra, he coordinated closely with the Government of Australia on efforts to fight global terrorism and helped to deepen cooperation on rebuilding efforts in Afghanistan and Iraq. He was also heavily involved in the conclusion of a free trade agreement between the U.S. and Australia in May 2004.

Prior to his diplomatic service, Ambassador Schieffer was an investor in the partnership that bought the Texas Rangers Baseball Club in 1989, with George W. Bush and Edward W. ‘Rusty’ Rose. He served as team President for eight years, responsible for day-to-day operations of the club as well as overseeing the building of The Ballpark in Arlington, Texas. Ambassador Schieffer has also had a long involvement in Texas politics. He was elected to three terms in the Texas House of Representatives and has been active in many political campaigns.

Lt. Gen. Bruce A. Wright is Commander, U.S. Forces Japan, and Commander, 5th Air Force, Yokota Air Base, Japan. In these two command positions he is the senior U.S. military representative in Japan and commander of U.S. Air Force units in Japan respectively.

The general received his commission upon graduation from the U.S. Air Force Academy in 1973 and served as an instructor pilot early in his career. He has held command at all levels -- fighter squadron, group, wing and major command. Prior to assuming his current position, he was Vice Commander, Air Combat Command, with headquarters at Langley Air Force Base, Va., and Air Component Commander for U.S. Joint Forces Command and U.S. Northern Command.

A command pilot, General Wright has more than 3,200 flying hours, principally in fighter aircraft, including 65 F-16 combat missions flown during operations Desert Storm, Provide Comfort and Deny Flight.
