I was thinking that anybody who has had a run in with JP's or uncover rats or whatever in regards to lockdown may want to post here.
It appears a few members have been stopped while driving.

Yeah but some of us have a life outside of the base. 90% of my free time is spent away from the base (and I'm not talking about going to cocos or gate 2 street), I prefer it that way.

So....i guess i cant go surfing, cause there are no breaks good that are actually on any bases (IF YOU KNOW TELL ME !!!!). Is surfing condidered a religion? If so maybe we can get away with catching a few waves before we are reported for non-reflecting. sry, i just wanna go have fun.

I spend 99% of my time off base and my money tooo! I only come home to sleep... and I don't go to the popular american spots..
I have to go off base to my daughter's Japanese school today, I wil let you know if I get any run in's. All my friends have informed to be careful, cuz the school is outside gate 2.

Tori Station has a beach. I think you are allow to go from base to base to use the facilities, you can even go to Okuma if you make reservations.

400 yards? Is this because of the lockdown or is it just the usual regulations? If it is about the lockdown, it's ridiculous! Either way, it's still ridiculous anyhow. What's the point of diving then. :o

I know that, but its a Japanese school and very few American's or military dependents go there. He was more afraid of other Military family's not showing up, like it might cause problems or something. Also, if the parking lot is full and I have to park somewhere else that can spark problems.

That sounds about right. Though I dread the fact that I don't get to be greedy off-base, I don't expect a short term "reflection". In 1995 it wasn't a complete lockdown like now for one year. They instituted a new curfew policy of midnight for all SOFA...the trick back then to get around it was stay out Gate 2 until you wanted, then get a taxi and tell the gate guard you were coming from another base...not that it ever happened...

the other way around the 1995 thing was to get locked in at midnight in your favorite watering hole and not go back until the next morning after curfew lifted, you sobered up, got your nut or all of the above. My preference was the latter.:thumbup1:

If memory serves, in 1995 it was no more than a month or so. 11pm was the curfew. I got off work at 10:30pm, and had trouble getting out gate 3 on occasion.
After 911, for a couple days, they made us stay home, and not go to work, but I don't recall not being able to leave the house.
I wouldn't be suprised if this was a practice run for future changes though.

Just give it some time...probably by Monday when we all filter back to work, there will be numerous cases. There is no doubt many will/haved try it...I'm just interested to see what the punishment will be. My advice to all; stay in and don't risk it.

yeppers!! I got there early and already packed.
Well, I haven't heard of anyone getting busted, but I went to eat at the Coco's outside the commissary gate Thursday night and the manager there (Yokoyama-san) told me that the police (he didn't specify JP or MP) were at San-a checking for Y plates. He also said "It's going to be hard until the 25th" when my wife asked him how business was doing. I don't know who told him that, but he seemed to be under the impression that was when the curfew will be lifted.
I went to eat at Wendy's last night (yeah, I didn't eat healthy this week) and there was one older American in there. Looked like air force. He just sat there, eating slowly, but didn't say anything to me. There were also some school girls there (I was there around 8:45pm) which I found surprising.
Gate 2 was pretty empty, but there was a news crew out. I saw them talk to a few people on the street and then they started talking to some shop owners. I'm assuming they were making a story on how businesses are going to take a hit since they had the camera on the tip jar.

Just curious, but why do you find this surprising? Lots of school kids have after school study and sports, some even have both. They might not finish with that until late, and then hang out with friends before going home. Hell, I've seen school girls out later then 8:45pm before! Maybe they stopped for a bite to eat after kumon (can't remember the name of the other one for older kids).
I meant, I thought it was surprising given the recent events. You would think that the parents and teachers of these girls would say "Hey, don't go out there too late". And yes, these were the girls with their skirts rolled up way too short. If I had a daughter, I wouldn't let her anywhere near the base regardless of if a curfew was in effect.

last night i heard they arrested 2 guys friday morning eating breakfast out in town, plus another was at lawsons, jp came up to him and asked what he was doing, buying a drink was his reply, jp called mp's who then took him away. they are pretty serious about this. be careful!

I dropped my son off at a school function today at Plaza House shopping center. Did not encounter any problems. But, some people were looking at me like I had a horn growing out of my head. How embarrassing to be treated like this! I feel like a little kid who has been scolded by his Father in front of his friends.
My neighbors all laugh at it.
I don't want to start a large conversation about SSgt Hadnott, but let's try to remember a few things:
1. None of us were there and do not know what transpired between the two of them. I KNOW she's only 14, but remember she jumped on the back of the bike.
2. He has admitted to "kissing her", but the Assistant Naha Prosecutor has already stated "they did not have sex."
3. The fact that they are holding him for so long without filing charges speaks volumes. How long does it take to get DNA back? I suspect they are trying to wear him down in order to "confess" to something. It would look very silly if they didn't create a case out of this one.
4. Lastly - I would question this young ladies character and judgment. I don't think she was saying the Rosary when the SSgt picked her up.
Please save the "you would feel different if you had kids comments - I have four, and none of them would be jumping on the backs of Motorcycles with strangers.

you made alot of sense I agree with what you are saying. But regardless if she wasn't saying her rosaries I would question her judgement not her character she's still to young.

No it doesnt speak volumes about anything, it is a typical Japanese interrogation manner, nothing unusual about holding him this long. The courts here convict people actually charged with crimes at a very high rate, because the Japanese police work hard at getting confessions from their suspects.

I think however that the question was raised because correct me if I am wrong, I think I am the first person here to actually use that word to describe this guy and what at the minimum he did.

Arrested for being off base? Wow. The jackbooted gestapo must be out in force! I haven't heard of any "arrests" for being out in town. The guidance from my command is that military personnel would receive an MOR, and could be NJP'd for it. Arrested? Only if they're confronted by JPs perhaps.

1. American military visiting retirement homes
2. " " teaching english at local schools
3. " " cleaning retirement homes
4. " " military delivering toys to orphanages
5. The countles other "good" things we all do here

- For Christ's sake look at the big deal they are making about the Cpl's DUI. Agreed, it was totally stupid and bad timing, but are we not supposed to be human? We are not measured with the same stick! Don't trust me? - park your Y-plate in a no parking zone and see how long it stays there. Park a Hiragana plate illegally (in the middle of 58) and nobody seems to notice.

2) I find it hard to believe all that is written in the JU as many times i have had first hand knowledge of things printed and have to laugh at what was actually reported. Remember, his statements are translated into japanese and then re trnslated back into english in the JU. What american do you know speaks the way the have him qouted as saying.
3) Whatever the evidence says in the end, he should get only what the law says he deserves.

I stood right next to a Motorcycle JP this morning and watched the Marathon; He didn't mind me being there. One of the photographers covering the race managed a picture of me though; I hope he wanks off to it later.

I had to drive a buddy to the airport so he could leave for Iraq. I drove from Uruma (where my house is) to Foster, on to Kishaba, and then out the gate. All the way down to Naha (staying 80 on the expressway) to the airport. Ate lunch at the airport. Talked to him for about an hour. Drove back. Got stuck for 30 minutes at exit 5 because of the marathon. And back home.
And nothing. Not an odd look. No Rodney King-type beatings. Nary an odd look. I personally think that, for the vast majority of Okinawans, it's biz as usual. For the "get them out of here" minority...it's business as usual. Most don't mind us. A few hate us. In a year...it will probably be the same.

So, my wife goes down to the San-A shopping center today to pay and pickup her airline tickets. When she came out of the store, there was an old man standing between the two cars next to her watching our van.
When she made eye contact with him, he quickly turned away as I believe he wasn't expecting to see my local wife.
She got in the van and noticed the K-car next to us had an old lady sitting in it with a pen and paper in hand. She was wearing a big "obasan" hat and also had her head turned away so the wife couldn't see her face.
Beware, they are watching... Wife says they probably have nothing better to do with their time or are being paid to sit/watch and report Y-numbers.
I told her she should have gotten out, walked around to their plates and made a point of writing the number down and if they asked why tell them... "When this is over, my gaijin husband who has been here 14 years and never caused any trouble will hunt you down and punch you in the face and kick your wife square in the box"!

I've been running around all over the place. The wife was with me, and while we were asked what I was doing off base, I just showed them my Japanese Green Card, and nothing else was said. Of course, the wife being there probably had a lot to do with it as well.

I pay me own rent and pretty much live off and support the local economy,also this was about 10pm when the commissary was closed,furthermore it is highly illogical to drive X amount of kilometers to get some food which by the way are limited,and many of that crap i don't particularly care to eat ,as opposed to the SUPA which is a hop skip and a jump away!
Do I need special permission to put food in my stomach if it is in reach?
And what if i wake up late at night and there is no food in my fridge to eat are they going to open the commissary so I can go get a late night snack?

I can understand clubs and places of entertainment being off limits but how do you justify making it a "violation" for going to get something to eat?

I don’t agree with everything that’s going on either. I certainly don’t think all these restrictions should apply to ‘local hires’ under SOFA. If they want to pay for my housing & utilities then maybe I’ll feel more obligated to comply. My life is Okinawa. It has been for many years. I have to get permission to visit my in-laws (although I can conveniently use the restriction not to:thumbup:).
I had to give up my residence permit to get the job I have on base. I HAD to take SOFA in order to take that job. After living for years on Okinawa without an ID/SOFA I knew once I became SOFA status I had to follow new rules. I had no idea they'd restrict my movement this much. If this keeps up I will need to rethink things. As my children get older and get out of school the job security is not worth loosing my freedom.
BTW Japanese news just said that an American broke the Lockdown, jumped the base fence and robbed a business. God I hope that’s not true.

Over the past 24-48 hours there has been a significant increase in the number of rumors regarding the "Period of Reflection" and alleged disciplinary actions. My initial reaction was to disregard the "rumor mill," however, it has reached a level that merits some clarification for our Marines, Sailors and their dependants. PLEASE PASS THE FOLLOWING INFORMATION THROUGH YOUR FAMILY READINESS COMMUNICATION LINKS TO KEEP OUR SERVICE MEMBERS AND FAMILIES INFORMED.
Here is what we know:
- To date, no dependants or civilians (on the USMC side) have faced any administrative sanctions for alleged violations of LtGen Zilmer's policy. Sorry to dispel the myth(s), but no one has been sent back to the US on 48 hours notice for a policy violation.
- The current policy of limited movement pertains to all SOFA status personnel and will remain in effect until further notice. A review of the current policy is scheduled for 3 March.
- Selected leaders from the Air Force, Army, Navy and Marine Corps met again yesterday (Tuesday, 26 Feb) to discuss the current policy and prepare additional information for the 3 March review...no decisions were made at this meeting.
- Exceptions to the current policy can be authorized by 0-6 (Colonel) commanders. For our separate battalions (CAB, Recon) with LtCol commanders, their "exception" approvals reside with the Commanding General of the Division. To date, numerous exceptions have been granted in order to accommodate specific events and other obligations in the local community.
- The current system for granting exceptions is working well within the Division.
- There is no restriction to regularly scheduled activities and facilities aboard any U.S. base or installation.
- RUMORS do not help the current situation...PLEASE PASS ONLY VERIFIED INFORMATION.
- The leadership of 3d Marine Division is actively engaged with Marine Corps Base and will continue to pass additional information as it is received.
- BOTTOM LINE: Although no one has yet faced an administrative hearing as a result of policy violations, administrative sanctions, (to include early return of dependents and/or debarment), are lawful remedies if it comes to the Base Inspector's attention that a civilian/dependent has willfully violated Gen Zilmer's directive.
Here is what we DON'T know:
- When the current policy will be rescinded.
- What a new policy may or may not include regarding movement and activities of SOFA personnel off base.

That's honestly so sad. You're in a beautiful foreign place with so much to see and learn but you choose to stay on base with a closed mind. :thumbdown:
