View Full Version : Local National Abolished From Base

It is absolutely unforgivable such a young child should have gone through such a terrible experience,” she said. Tomon and Chatan Town Mayor Masaharu Noguni presented letters of protest to US authorities in regard to the alleged rape by visiting the US military's Okinawa Area Field Office at Camp Zukeran, and the US Consulate General in Urasoe City
I have to agree, it's a shame that a 14 yr old boy had his penis touched by a local national working at one of the middle schools on base. Which by the way he has been abolished off the base, but not in jail, or under arrest. Not taking up for the Marine cause a 38 yr old man should have told the 14 yr old girl to go home, but why hasnt that made the news and restricted any locals working on the base schools to stay home?

Its not helpful to the local political cause. Local news is about 90% political run by the politicians. ANOTHER sad news event but they do a good job of control. Hypocritical but lets face it the locals shouting and enraged about the 14yo would say it was the 8yo kid who touched the local or the kid was willing. Anger clouds common sense.
Would be nice if he was prosecuted in some way but wont happen. We cant have American sympathizers you all know that. Regardless of the nationality of the offender.

just remember...anything invovling an American here on orders, under the SOFA or the likes, is considered an International Incident - so the media can feed on that a little bit easier.

They wont claim him as one of their own. I could imagine the backlash if a member of the US military did this to a local boy.
EDIT: To steal and reword a story earlier in the week:
“all American parents are very sensitive about the Local Nationals because of last week’s incident.” He says the rash of incidents is giving people a very different impression of the local Nationals, and notes most boys who used to consider Okinawans as “Our friendly hosts” are now viewing “Okinawans as scary people.”

seems you have gas and make a statement. how long have you been on island. when the phillipine waitress cried rape against the marine major, the japanese courts took this as a local being assulted. If something happened to me by a sofa individual, the japanese courts would be on my side since i pay taxes here in japan. you don't have to have their blood in your veins to get support, just pay into the government tax system.
please use a reference in the future so that all can verify that it is accurate. being that it is from the newspaper don't make it a 100% either.

The quote was a reworded quote from the story I read here earlier in the week. Heres the story that has the quote in it. http://www.japanupdate.com/?id=8411
The Nago City mayor was vocal this morning in asking “Can’t they (the Americans) learn anything?” Yoshikazu Shimabukuro says “all Okinawan people are very sensitive about the American military because of last week’s incident.” He says the rash of incidents is giving people a very different impression of Americans, and notes most girls and women who used to consider Americans as “just foreigners” are now viewing “Americans as scary people.”
So based on these latest acusations American parents and kids should view the Locals as "Scary people" right? Its ridiculous to even say something like that, but if the locals are scared then why shouldnt we fear for our little boys in the same manner?

fear yes for our little boys, but get the scoop right. not fear of locals ( okinawans) but as the perp mentioned a phillipino janitor on a 6 month work visa, could of been an american janitor by the way.
Sounds just like you want to get back at the okinawans who are pissed because one of ours raped one of theirs. I guess we will have to go and bait a young okinawan man to get our revenge.

Some random person said it was a Phillipino. I dont want revenge on anyone, Im just stating that the Okinawans are not perfect and they have plenty of short comings too, everyone does. Should we all be scared of the locals? or the workers that are GUESTS of the govt? No, ofcourse not. But some jackass comes out and says that woman and kids in Okinawa are scared of the big scary Americans. Why shouldnt we be able to claim our kids are not safe here? I wish we didnt even have to talk about this.
Yes some American idiot made a mistake and put himself in a situation in which he was dead wrong. Does it make us all bad? Ofcourse it doesnt... These racist extremists running around saying this crap is laughable.

well lets see....october/december americans beat and rob taxi drivers in oki. dec, 4 marines are accused of raping a girl in hiroshima. feb, alleged rape/dui/breaking and entering/rape/counterfeit, etc, etc.
yes these are small compared to local crimes, but to have americans in the spotlight in a short period of time really bothers okinawans. i guess if these crimes were committed against americans by okinawans, then the military would raise hell too!

Do any of you have any type of supporting facts to show this even happened?? Or is this something that someone from DoDDS is spreading around.
I know if it was my child, I would NOT want any type of media involved.
I would try to resolve this as quietly as possible to reduce any further hardship on the child.
Also I would hope that an educated DoDDS staff member would have the compassion to keep their Freaking mouths SHUT about what may have happened to a student.

DocP has an email from the school principal, but it wouldn't be prudent to share that in public now would it? If you are indeed an overpaid teacher then send your question to DODEA and surely they would answer you.

Which makes him a legal resident of Japan therefore he is a local.
Please tell me how this logic works. If someone is in a foreign country on a Visa, doesn't it make him or her a resident alien? If he is indeed a Filipino, then the only place he is considered a local is the Philippines, right?

when tony said because he is a resident alien and tht makes him a local, meaning he isn't covered by the sofa agreement by legal terms, he is fully responsible for his actions, either on base or off base through the japanese legal system. where sofa that commit acts on base are the juristiction of the military legal system, courts martial.
Being that one cannot become a japanese citizen here, they could always deport you, even if you were a permanant resident. work/entertainment visa's don't have to be renewed, just tell ya to go back from where you came from!

No.
Local in this context is anyone who lives in the local area Non SOFA.
ie; I am a local.

to me, "local" implies someone that is born and raised in that particular country. it's misleading to classify someone in a foreign country as a local only because they lack SOFA status. If that was the determining factor for being considered a local, then wouldn't all the foreigners teaching in an eikaiwa, for example, be "local"?
I understand what you're saying. And for the sake of convenience, it's probably easier to say he is local. But to me, it was a bit ambiguous.
Thanks for the setsumei.

Okay, the first comment was for Hank&Rumi.
Now this explanation seems to be taking it a bit far. You can't arbitrarily assign new meanings to the word "local." You consider yourself local, but if you're not Okinawan, everyone will see you as a foreigner.
Sorry to get off course...

i get where your coming from and your right. but because i live here and i know 99% of americans are here for a short time, i consider myself not as a foreigner, even though oki's think of me that way, usually when they ask where i'm from, i always say, nakagusuku. they get a kick out of that. but i do feel more at home here now than if i went back to the states. this is where life for me ends.

no, they come here for 2-3 years and leave. small percent might come back, but they don't consider this home, just a playground or tour of duty. nothing more to read into. yes or no man, black or white. left or right. no grey!!:D
