Hmmmm, G.W. using our Flag as his DOORMAT during 9/11. Call me old fashioned, but isn't this desecration of the flag? Flag Rules and Regulation - Section 8c: “The flag should never be fastened, displayed, used, or stored in such a manner as to permit it to be easily torn, soiled, or damaged in any way.” Note: this photo was not photoshopped, it was on Reuters and alternative images are available from other reputable sources.

Does that count as a flag? Meaning, if you were to take a s**t on an ice cream cake decorated as a flag, would it still be desecration of the flag, or just of the cake?

Fertilizing the ice cream cake actually improves its quality for later composting as ice cream, predominanty consisting of sugar, is an anti-nutrient and is, therefore, unfit for consumption.
The image of a flag cannot be counted as significant either because the image will pass away into oblivion as room temperatures eventually overcome and melt the cake itself.
Perhaps a better way of re-casting the question is to pick a different object, like, say, a pair of Ralph Loren American-flag print boxer shorts with some middle-aged man's bacon strips left in them. Has the man desecrated the flag or his own excessively expensive shorts?

My brother had an American-flag-print hanky he'd routinely soil with winter-time mucous during the years just after Vietnam. He'd had a draft card, but was subsquently not called into action. Nevertheless, I think he was communicating some sort of solidarity with his demoralized friends who'd been shipped off and returned disillusioned.
Funny thing is, I think I remember my mom having bought those hankies at K Mart or Woolworths.
