What young soldiers, marines, and airmen like most is free time to play. Why doesn't the command create a system of incentives at varying levels to reward good behaviour?
Say issue a day off (or half day) chit for everyone to use when they want if within 3 months or 6 months there are no breaking of local laws? That is just one example, it could be done for drunk driving or other things as well. It could start at unit level, go up to batallion level, and all the way up to service, and then all island wide.
Some will say, professional soldiers shouldn't have to be convinced or lured with bait to do what is right, but the fact is, incentives work to modify behaviour.
I think at times a company or batallion may have a policy where if no one gets into trouble for 6 months then they get a 72 or 96. But until now, that seems to be random and erratic and not really integrated into a good system covering everyone on island. It should, and that is what will give others the incentive to police their own, because doing so would help make it so that they get extra time off.
