How do you play it? Do they have scratch tickets? or ??? How much does it cost? Someone told me that only Japanese or residence can play is that true? Does any of them speak English?

Anyone can play. There are different games. I play the quarterly games, they have bigger payoffs. You can buy 10 tickets for Y3,000 I believe. My MIL calls me every 3 months and makes me go buy tickets for us and for her.

Quite so including the Lotto Six, Pick 3, Pick 4, the Quarterly JUMBO, the soccer lottery, instant scratch. Oh and lets not forget the Nishi-Nihon lotteries as well.

Nice thing about the lottery here is that any money won is non taxable income. The Quarterly JUMBO's have a payout close to $3,000,000.00 US ($1.00 equals 100 yen) There are or were 120 some winners throughout Japan for the Summer JUMBO.
There are no huge payouts like the lotteries in the states however.
