Kids continue nocturnal wanderings despite Prefecture youth ordinance

A Prefecture Youth Protection Training Ordinance was reformed and implemented in 2006 prohibiting youngsters to go out late at night without adult supervision.

One year into the new ordinance, Prefecture Police say it's not working all that well and puts the blame on adults. “Adults should be protecting young people and giving them good advice,” a police officer says, “and not taking them out driving or to hotels or wherever. Adults should make them go back home.”

The Police report says there were 47 cases of kids out wandering late night this past year, and another 54 exposure cases. “Kids under 18 wander around outside of houses, and in 90% of the cases, adults had asked them to go driving and do immoral things.” Police say there were 37,680 cases of juveniles being apprehended under the ordinance since its inception a year ago. “Adults are the wrong ones here,” said police.
