New Nago contractor rating creates confusion; cancelled

The new four-tier rating system for construction contractors vying for jobs from Nago City has caused such a confusion and uproar among local contractors that the city has been forced to return back to the old three-tier rating system, at least for the time of being.

According to reports, the system was changed in July to better judge the contractorsí performance. The system was changed without informing the construction companies, who were simply sent a letter informing them of their new rating.

City officials say the system was changed in order to rate the bidders for public construction jobs more accurately. According to the new system, factors such as past performance and quality of work, safety record, size and resources of the company, engineering skills and overall efficiency records were taken into account with greater weight than before. That caused many smaller construction companies to fall into the fourth category from their previous third.

Company owners whose rating had fallen rose up angrily, claiming that the change was a serious threat to their livelihood. They managed to raise enough clamor to force the city officials to revert back to the three-tier system for now.
