Owner opposes Naha intent to condemn damaged building

An apartment building in Naha City’s Shuri area damaged during heavy rains a year ago is beyond help, and officials indicate they will condemn the building.

Heavy rains last year saturated the land around the 26-apartment building in the Torihori Cho, causing deep cracks in both the building and its adjacent parking lot. The building owner insists he’s “not going to demolish this building before the origins are clear as to why the building suffered such a major cave in.” The owner says architects are describing the problem as a structural defect, noting they’ve visited the apartment building and studied why it didn’t withstand the effects of the rains.

The 26 families were all evacuated and relocated, with assistance from an evacuation center set up in the local community hall. The displaced residents are having financial problems, and the Naha City government and social welfare committee members are differing on how—or even if—they can help.

Some say there are miscommunications, while Naha City says it can’t help because the building was privately owned.

“I don’t know what to do,” says the owner. “Should I tear it down, or should I keep it and hope they’ll let me fix it.”
