Lewd conduct against kids sends men to jail

Indecent conduct by men against children has police taking firm action.

Police say the incidents cross age boundaries, with culprits ranging from teens to nearly elderly, and they say itís happening all across Okinawa.

A 48-year-old man was arrested in Yomitan Village last weekend after he was seen touching a five-year-old girl.

It happened a month ago, in another city, when Tsumeo Higa, 48, knew about a kindergarten age girl who was alone at home after school each day. He visited the girl, began playing with her, then touched her inside her clothing. Family members caught him and took him to the police station, where he was arrested.

Urasoe Police have arrested a 20-year-old man three times in the last year, each time charging him with rape.

A nursing care worker, police say he does well until he sees a high school girl. When he does, he loses control and wants to rape the girl(s). Since last September, heís been charged with trying to rape a 15-year-old girl as she came home from school, and several other high school girls. In each case, as he attempted to take their clothes off and fondle them, they managed to struggle and resist, then escape.
