Incidents in Okinawa total more than half

Off-duty incidents and accidents involving U.S. forces personnel in Okinawa account for more than half the total for Japan.

Japanese officials say 991 incidents occurred in Okinawa in 2003, up from 889 in 2002 and 790 in 2001. The total number of cases in Japan was 2,079, with Okinawa charged with 55.7% of them.

The figures were contained in a report outlining Defense Facilities Administration Agency activity with the Victims’ Group of Incidents/Accidents by U.S. military service members and civilians. Compensation to victims is typically paid by the perpetrators, but is sometimes paid by the U.S. government when the offender has no means of paying.
