Illegal Filipino Workers Unmasked

On December 7th, a special unified police force made up of the Safety Division from Prefectural Headquarters, Okinawa City Police and the Immigration Bureau arrested the owner of a cabaret in Okinawa City, an employee and 2 foreign people on suspicious of violating refugee law and immigration regulation.

The suspects arrested that day were 57-year old Etsu Mesashi (owner), 65-year old Miyo Otsuka (employee), and the other 2 foreign workers, Milany Givanim Yao, 23, and Cecilia Diaza Sistio, 31, both of them from the Philippines. The owner and his “Mama-San” (employee) made the two Filipinos serve their customers as hostesses even though they knew that these ladies do not have any proper visa to work as hostesses. This violation of immigration law was discovered through an investigation by undercover cops. It took 45 police officers and 8 officers from immigrant office to bust the illegality.
