Three adults arrested driver’s license scam

Okinawa City Police arrested three adults on charges of using a stand-in in order to obtain a driver’s license.

Hiroshi Arakaki, 38, was arrested July 12 on the charge of standing-in for a driver’s license exam. The client for whom Arakaki had taken the test for the driver’s license, Kouji Matsumoto, 42, was arrested on the same day. Harumitsu Miyagi, 50, who is suspected on brokering the deal, was arrested on July 22.

According to the police, the incident occurred in March. The mediator asked Arakaki to find somebody who could stand-in for another man to take the driver’s license. Arakaki decided to take the test himself, and he created a fake application form for the driving school and the examination ion order to take the test. Subsequently he managed to obtain a driver’s license with the other man’s name on June 24. He allegedly received ¥750,000 for the favor.

At first, the plan seemed to end with success. But when Matsumoto went to Safety Drivers’ School Chubu Branch in Okinawa City to get his license, the alert officer at the school noticed that the man was not the person who actually took the test and called the police.
