Homeowners Assistance ProgramDate Posted: 1998-08-21 Basic eligibility requirements must be met in order for an applicant to qualify for benefits. Under an established HAP, eligible applicants are entitled to assistance through government acquisition of their homes, compensation for losses sustained through private sale, or foreclosure assistance. HAP is administered by the U.S. Army Corps of Engineers. There are three regional centers you can reach for more information: Sacramento District at 1-800-811-5532; Savannah District at 1-811-861-8144; and the Ft.
