Mayor held responsible for theft, ordered to pay

Last September, 3,590,000 of town welfare funds disappeared from a safe in Gusukube Town Office in Miyako. The money was intended for welfare payments of the town residents and the town eventually had to borrow the replacement funds from a local bank in order to pay the recipients. The thief has not been caught so far.

In an administrative decision concerning the case, Okinawa Prefecture Comptrollers decided that the town mayor is responsible for the loss of the moneys and has to compensate the town from his own pocket. The comptrollers said that the mayor failed to take necessary precautions by neglecting to double lock the safe with a key in his possession. The safe had been locked only with the dial lock and the combination of the dial was written on a memo slip on the mayor's desk for anyone to see.
