Gangster boss arrested for illegal loans

The boss of Okinawa Gyokuryukai, a local gangster group, was arrested by Ginowan Police on suspicion of non-licensed money lending, after witnesses told the police about his activities.

According to the police, Seiei Kuniyoshi, the reputed boss of the gangster group had set up a company called Kokuei Shoji, last August, with an office in Nakagusuku Village. He arranged high-interest cash loans from his office to customers, mostly bar and restaurant owners from Shitamachi bar area in Ginowan City.

It is illegal to operate a money lending business without a proper license in Japan, although is is often very difficult to prove that this happens since all transactions are in cash and very little paper trail is created.

Investigators say that Kuniyoshi has been lending money at least ten years, but they have not been able to arrest him because of insufficient evidence. But since he began running his operation from an office, the police has been able to find enough witnesses and evidence to arrest him.
