Okinawa City on March 8 established a council to lay the groundwork for enacting an ordinance to control people congregating on the streets to cheer on speeding motorcycle gangs. University of the Ryukyus professor Hiroshi Nakaji was chosen as chairman of the council, which is aiming at implementation of the regulation in April 2003. A large number of young people gather every weekend to watch motorcycle gangs driving recklessly at night on Highway 330 between Goya and Yamazato. They have been inciting the gangs and quarreling with police, resulting in violence in the past.
