Equal opportunity on bases?

I am writing this frustrated after speaking with my friend who has tried to get a job on base. I have been waiting for a job, too. After hearing what he told me, I decided to write this letter because he doesn’t write English. My English is not good either, but I try.

My friend tells me that he had heard the reason that he was not hired for a job on base he was applying because someone else from the base said that the American advertise only because they are required to by law (Equal opportunity), He went on to tell me about environmental jobs with the Marine Corps. Evidently, when there is an opportunity, some American FIRST decides whom he wants to hire. Then he writes the job description and announcement to match the qualifications of the person he has decided to hire.

An job opening announcement follows making everything look official. My friend, or anyone else who may be qualified, think they have a chance to get the job, apply and get their hopes up. And then, they hire the most qualified person – of course the one the job description was written for in the first place.

When all is said and done, it looks like the most qualified was hired. Is the right term “pre-selection,” what the Americans call this? Is this hiring practice for on-base Japanese Government paid jobs normal? Is this the way all the bases hire people? Does the Japanese Workers’ Union approve this?

I thought my friend was finished but he went on to tell me that American workers are hired in the same way. Is this the way Americans hire people to work? What does “equal opportunity” in American mean?

Just a few questions. Can someone answer?
