Okinawa Monorail Train Planners too Optimistic

Prefecture's external auditors reported Friday to the Vice Governor that the Naha City monorail scheduled to open in 2003 will face funds deficit to the tune of 20 to 33 billion if the number of users turns out to be 20-30% less than estimated.

The auditors also urged concerned officials to recalculate their estimates. In addition, they proposed establishing a vitalization committee for the project and even set the ticket prices in advance before the monorail goes into operation. The auditors also pointed out that proposed measures to depend on private banks to cover the shortage of funds are too optimistic. As an example they referred to the failed Seagaia complex in Miyazaki prefecture.
