Okinawa Prefecture officials are preparing a new set of proposals to change the current SACO and SOFA agreements. The central point of the proposal is to secure the support to children born to American service members and Okinawan mothers. Specifically, the proposal calls for securing child support payments in the case the American father moves out of Okinawa leaving the mother and his child behind.

The proposal also calls for a free access for local residents to all roads leading through the bases in order to alleviate the traffic congestion. If the prefecture officials have their way, the SOFA status persons would also pay the same road and car taxes as local residents.

The proposal calls for all crimes involving the service members to be handled by the Japanese judicial system. Prefectural officials plan to submit their wish list to the Japanese government, U.S Embassy and military officials by the end of the month.
