Military Not Trusted, So Curfew Still in Place

I'd like to thank Mr. Paul Woodworth for his reply to my letter. He has brought up many good points and interesting information. But he says "Imposing a curfew is not the only way to enforce discipline within the U.S. military." and "Military personnel on Okinawa know that they will be held accountable for their actions should they break the law." I agree completely, so why were the military people not allowed to drink or leave the base during the summit and is not the curfew still in effect? I don't think your leaders agree with your lengthy letter you replied to me.
