This is in regards to "Japanese Captain Should Share Some Blame." First of all, I am an American citizen and think that the collision between the American submarine and the Japanese fishing boat was a terrible accident. Since the investigation against the submarine and its crew began, it has been shown that the accident may have been avoided. However, the author of the original opinion article, "Japanese Captain Should Share Some Blame," is mistaken. Japan does have a negligence law regarding accidents. He states that if you are hit at a red light you will be partially liable for the accident. This is not the case. My husband, a Marine, was recently side-swiped by an Okinawan while stopped at a red light. He was not liable at all for the accident, and we did not have to pay a dime.
Based on this, we Americans made a 100% mistake and caused an accident. It happens. Not only by Americans, but by Japanese, Russians, and any other country that has submarines... The gentleman who wrote the original opinion article pertaining to this incident should realize that anyone can make a mistake and shouldn't make excuses when they do arise.
