“Cinderella Liberty” For The Military

Today I read with interest a story in the Asahi Times and Stars & Stripes about General Hailston’s decision to start "Cinderella liberty" for his people, then learned this evening it has gone into effect for all US military people. This action does however seem to be a slap in the face of the local population. Is this the only way they can control their people in the face of their President? If this is true, shouldn't this policy be in effect all the time? I was under the belief that the military, all military forces in all countries were operated by a rank structure and giving and following orders, but this does not seem to be the case here. If these men and women (adults?) cannot be trusted to behave themselves before their own President what type of military force are they? Just my idle thoughts of the people near my home, drinking when there isn't a G8 Summit coming.
