Okinawa Police to Ban Stalking

The Okinawa Prefectural Police Department has decided to enact in fiscal year 2000, a law regulating acts of stalking which have become serious social problems. Acts of persistently following people wherever they go, or making anonymous phone calls have a possibilty of leading to more serious crimes, and yet Okinawa has no law to regulate these tresspasses on personal lives.

The police will push for a new ordinance or an amendment to the existing prefectural regulation on disorderly acts in public after checking into what other localities have done to regulate stalker activities. Miyazaki, Kagoshima and Iwate Prefectures have enacted new ordinances, and both Chiba and Kagawa Prefectures have amended existing regulations, to prohibit stalking.

The Okinawa Prefectural regulation has a law against obscene speech and Lewd acts in public, but it doesn't cover stalking. The police state that passing such an ordinance would be effective not only to expose illegal acts, but also to serve the social good.
