Juvenile arrests, sex crimes on the upswing

The number of minors arrested in 2001 was 1,369, a 23.5 percent increase over last year, the prefectural police’s juvenile section announced on Feb. 5. Incidents of theft accounted for approximately 80 percent of the total. In addition the number of victims of crimes related to the sex industry marked a large jump to 206 from last year's 131. The total number of people of all ages arrested on criminal charges was 3,535, of which 38 percent were juveniles. Moreover, the number of minors who received police counseling stands at more than 20,000 over a four-year period, which is 2.7 times higher than the national average when stated as a ratio to population.
