Special rules invoked to start broadcast facility construction

Work is finally under way on a facility in Kunigami Village for receiving digital broadcasting signals needed before analog broadcasts cease on July 24th.

The facility being constructed at the U.S. Forces Northern Training Area had been delayed because of regulations involving the U.S., and Japan. NHK Okinawa explains that because the building is on a U.S. military installation, special “communal use” rules were invoked under Subsection 4(a) of Section 2 of the Japan-U.S. Status of Forces Agreement, receiving a “special attention” status based on “supervisory authority” from U.S. Forces.

The construction began last week, and is expected to be complete well before the July 24th date analog broadcasts in Japan are scheduled to stop. Officials say that they’ve built in time for delays, such as from a typhoon. The Okinawa Defense Bureau and the U.S. government are coordinating the project.
