Kan faces criticism over his handling government

Opposition lawmakers are again taking the Japanese Prime Minister to task for his weak handling of his administration and the Democratic Party of Japan he leads.

The Liberal Democratic Party’s Ichita Yamamoto criticized Prime Minister Naoto Kan for his actions, and inactions, during the days leading to passage of the fiscal 2011 budget. He accused the Prime Minister of “flawed” leadership in a series of events transpiring over the past weeks, including the attempted defection of one party member from the DPJ, and the try by 16 other DPJ members to leave the party’s parliamentary group.


"I do not see your administration as having good governance," Yamamoto spoke out during a session of the Upper House Budget Committee. Kan, who is also president of the DPJ, rebuffed the charges, saying his administration and the DPJ are both doing quite well. Kan also appealed again to the opposition camp, which controls the Upper House, to "enact the budget without further delay."

The Lower House approved the budget last week. Kan says he’s no intention of dissolving the Lower House of the Diet and calling for a general election, but says “when the time comes wherein I am confronted with this, I will act based on constitutional rules." The Upper House controlled by the opposition and the Lower House that Kan’s DPJ controls were to begin discussions on the budget this week, but can’t agree on even the debate format. The budget is automatically enacted within 30 days of being sent to the Upper House, the Constitution spells out, even if the budget isn’t voted on, or is rejected. The Lower House is the more powerful of the two Diet entities.
