New ID system plan heading to the Diet

A new number-based identification system for everyone in Japan being proposed to simplify tracking personal records is heading to the Diet for consideration and passage within the coming year.

The proposed system would issue a number, similar to the U.S. social security number, to everyone in Japan, including foreigners. The system would make it easier for government agencies to track income, tax and pension payments and benefits. The bills to bring to concept to reality is expected to be submitted to the Diet in the coming fiscal year.

The Democratic Party of Japan and the central government are spearheading the new system, and the DPJ says it will layout a broad outline on the number system next June, then submit bills to the extraordinary parliamentary session expected to convene in the fall of 2011. The plan, one of the DPJ campaign promises for the 2009 House of Representatives election, is expected to gain final approval from a panel consisting of members of the government and the ruling parties by the end of this month.
