Okinawa seeks more promotion money from national budget

Okinawa Prefecture officials are nailing down details of its request for federal funding budget of the Comprehensive Okinawa Promotion Subsidy.

Governor Hirokazu Nakaima is to personally inform Seiji Maehara, Minister of State for Okinawa and the Northern Territories, of Okinawa’s needs before the August 5th budget deadline. Okinawa is asking the central government to continue the Okinawa promotion special action rule, including keeping funding for construction projects at 95% of the budget. The governor is expected to ask Tokyo for a flexible response and authorizations for budget execution.

The central Japanese government has a processing system that balances promotion subsidy money on an equitable, nationwide basis. Okinawa, however, needs to have the central government grant special authority based on Okinawa’s special rules, and is arguing the prefecture should be held to a separate standard, rather than being included in the nationwide money calculation rule.

Cabinet Office officials say the budget is a rough estimate or guideline. They note it will be difficult to think of Okinawa’s needs separate from the needs of other prefectures.
